MINUTES FROM THE NORCAL MEETINGS HELD ON JUNE 7th, 2003 at the CONCORD HOLIDAY INN

Executive board at 9:00a.m.:

Meeting was called to order by the Chairman at 9:14a.m.

Members in attendance were: Shelley Baker, Robert Waroff, Perry Siu, PJ Slater, Josie Rozzelle, Robert Shawler, Kristin Shawler, Melanie Rozzelle, Penny Moyce, Darcie Hansen, Patty Shipman, Jennifer Shipman, Mary McKulle, Ben Corr, S. Motion to approve the minutes from the March 22, 2003 meeting.  Seconded.  APPROVED.

*Also, the final drop dates for all levels are as follows:  Oct. 14 for L/5&6; Feb. 24 for L7-10.

 

Proposals:

The following proposal topics were introduced and briefly discussed:

USAIGC, High School, Advertising in the NorCal Roster and the website, and Qualifying scores to L/5&6 States

 Robert Shawler and Jennifer Shipman are investigating the logistics of accepting advertisers in the NorCal roster as well as on the website.  The other proposals were tabled to be voted on until the General Meeting.

 

Old Business:

Handbook:

A rough draft version of the updated NorCal bylaws and constitution were handed out to the Board for review and approval. A completed handbook will be available by the Fall meeting. 

Proposal:  Give Perry Siu authority to revise the current competition section of the NorCal handbook.  

Seconded.  PASSED.

 

New Business:

Olympic Trial 2004 Bid:  

Due NBC’s involvement and conflict with the Sabercat Championships to be potentially held on the same weekend at the proposed venue, the Olympic Trial 2004 bid has been rescinded.  However, NorCal did make it to the final five and still has the San Jose Sports Commission’s support for future event bids. Bill Strom is still investigating a bid for a future classic meet.  Special thanks to Bill Strom, Dave Peterson and Diane Amos for their efforts in the Olympic Trials bid.

   

Executive Board Elections:

Nominations were accepted for the Vice Chairman and Treasure positions and held to be voted on at the General Meeting.

 

Awards:

Kim Kor, NorCal’s Awards Chairman, discussed various aspects of the current awards ordering system.  It’s a very involved aspect of NorCal and there was discussion of splitting her position into two.  Nancy Kludt volunteered to assist.

Proposal:  NorCal cover the cost of all banners for top the 3 teams, as well as plaques for the 4-6 teams at all state meets 5-10.  Seconded.  PASSED.

Meeting was called to order by the Chairman at 11:09am.

State Chair’s Report:

At the March meeting, there was discussion on allowing gymnasts to perform the L/5&6 bar routines without the second tap swing and the proper deduction for deliberate omissionThe tap swings and their current deductions in the L/5&6 bar routines will not be adjusted in any way.  USAG will not allow the routine to be performed without the second tap swing without proper deductions taken.  Any meet caught doing this, will have its sanction revoked.

Judges for Regionals, Westerns, and Nationals are being assigned in July based on the coaches’ poll Jennifer Shipman handed out at the meeting.

USAG may introduce memberships for L/1-4 gymnasts at a reduced rate.

The new Region One Committee Chairman is Dan Wittenstein.  Neil Resnick has resigned.

Please send a copy of all sanctions and results to Jennnifer Shipman to aid in the proper tracking of NorCal gymnasts.

NorCal gymnasts at Regionals, Westerns, and Nationals all did an excellent job this year.  Congrats coaches!

Fran Earles sold her house and is officially moving to Arizona.  Mike Guzman and Jennifer Shipman are creating a goodbye video to present to Fran as a gift from NorCal at Region One Congress.  Anyone interested, please send Mike a video clip asap.

1.  Proposal 1 was submitted as a 2 part proposal; each part was discussed and voted upon independently:

 

    1. NorCal amend Article IV to include the United States Association of Independent Gymnastics Clubs with status equal to that of USAG by adding an elected USAIGC state chairman as a member of the NorCal Executive Board.  Motion to approve.  Seconded.  DEFEATED.
    2.  

    3. NorCal sponsor a state championship to be held over one weekend in May annually in a combined championship for all participating USAIGC levels in artistic, rhythmic, group and STEP programs.  Motion to approve.  Seconded.  DEFEATED.

 

    1. Proposal 2 was subimitted as a 2 part proposal; each part was discussed and voted upon independently:

 

    1. Relates to Article 2 Section (1), subsection (i):  Pursuant to this section of the NCWGA Constitution NorCal serves as a coordination body for non-school related gymnastics in Northern California.  This section be amended to read, "serve as the coordination body for women’s gymnastics in Northern California."  Motion to approve.  Seconded.  PASSED.
    2.  

    3. NorCal form a sub committee charged with the research, development, and promotion of high school gymnastics in Northern California.  Motion to approve.  Seconded.  PASSED.

 

    1. Proposal 3 regarding advertising in the NorCal roster and on the website is being further         investigated by Jennifer Shipman and Robert Shawler.
    2.  

    3. Proposal 4 was submitted as a 4 part proposal; each part was discussed and voted upon separately:

 

    1. Modify the minimum qualification score from Zone to State from 32.0 to 31.0.  
    2.       Motion to approve.  Seconded.  PASSED.

       

    3. The age divisions not be considered when setting the percentages qualifying from Zones, or when     qualifying from Zones to States.  Motion to appriove.  Seconded.  PASSED.

 

c.   Any gymnast scoring a 33.0 or above at Zones will automatically qualify to States. 

                   Motion to approve.  Seconded.  PASSED.

 

d.  Any Level 5 or 6 gymnasts scoring a 33.00 twice during the fall season at NorCal invitationals           automatically qualify to States.  Amended to scoring two 34.5s.  

      Motion to approve as amended.  Seconded.  PASSED.

 

Old Business:

Handbook: 

The bylaws and constitution have been completely updated and will be available for the membership at the Fall meeting.  It may be posted on the website before then.

 

New Business:
